La Mirada Council adopts resolution appointing John Lewis and Michelle Velasquez Bean to Districts 1 and 2

La Mirada Mayor Ayng and the City Council adopted Resolution No. 26-09 on March 17, 2026, appointing John Lewis to represent District 1 and Michelle Velasquez Bean to represent District 2 after staff reported each was the sole qualified nominee for those seats.

Assistant City Manager Herrickson told the council that the City Clerk’s Office received nomination papers only from resident John Lewis for District 1 and resident Michelle Velasquez Bean for District 2 during the February 9–March 6 nomination period. “With that, it is recommended the city council adopt Resolution Number 26-09, providing for the appointments to the City of La Mirada Council Districts 1 and 2 offices that were to be elected on Tuesday, June 2,” Herrickson said.

Herrickson cited California Elections Code section 10229 as the legal basis allowing the council to appoint nominees when the number of candidates does not exceed the number of offices to be elected. The presentation said that each appointee would qualify and take office and serve as if elected in a municipal election for the office and that the appointees’ terms would be four years.

A motion to adopt the resolution was made and seconded; the transcript does not identify the mover or the seconder. The roll call as recorded in the transcript shows affirmative votes from “Councilmember Boehm” (via teleconference), “Councilmember DeRuece,” “Councilmember Lewis,” and Mayor Pro Tem Otero (via teleconference). The motion passed and Mayor Ayng offered congratulations to the appointees.

The council adjourned after the action. The staff presentation noted the June 2, 2026, election originally set for the two districts would not proceed for those seats because of the appointments under the Elections Code.
