Council approves parks district budget; park projects and land purchase discussed

The Belgrade City Council unanimously approved the FY26 budget for the Belgrade Regional Parks, Trails, and Recreation District after a presentation from finance staff and questions from council members.
Finance staff said the parks budget reflects about a 9% increase and includes a $65,000 truck purchase and a planned transfer of $674,000 into the district’s capital improvement fund, which currently holds about $629,000. Staff projected roughly $569,000 in spending this year and a year-end CIP balance of about $737,000.
Planned projects include design work for airport-area trails, a pergola at Prescott Ranch Park, a study of the splash park, and improvements to Mayfair Meadows Park with an initial focus on a pump track to make a portion of the park usable. Staff noted a $100,000 county grant tied to early work on the pump track and said the overall park project is about $2.5 million with roughly 20% of that funding secured so far.
Council and staff also discussed the long-standing interest in acquiring roughly 80 acres of DNRC land; staff said the last appraisal was around $6 million and that finance is exploring bond capacity and possible relief options with state partners, but warned the city should plan for that value unless relief is found.
The council approved the parks budget and then completed a roll-call vote to formalize the action.
