Contractor set to begin 4th Street work in February; residents to be notified of closures and easement needs

Staff emphasized there will likely be intermittent full closures of the roadway where crews must cross the street to install storm or sanitary lines, and they intend to keep stretches open as long as safety and construction sequencing allow.
Officials said they expect to obtain temporary construction easements for private property access but do not believe any permanent easements are required. Staff said they will notify affected residents in advance, field questions and provide contact information for construction concerns.
The council was told the contractor is expected to begin work in spring and that, aside from "unknowns," the city's role will be largely supervisory. The item was framed as a routine capital project; no final council action on changes was taken at the meeting. The Street project remains on the city's schedule for the coming months.
