Rosemead council authorizes reallocation of nearly $1.98M in PLHA funds to housing development and homeownership assistance

Rosemead City staff recommended and the City Council adopted an amendment to the city’s Permanent Local Housing Allocation (PLHA) five‑year plan to reassign previously awarded state PLHA funds to housing activities ready for implementation.
Housing consultant Debbie Sotek said the state Department of Housing and Community Development awarded Rosemead about $1,980,000 in PLHA funds in 2022, and staff proposed a one-time amendment that would allocate those funds to two eligible activities: assistance for the Marshall Heart housing development (PLHA Activity 2) to support predevelopment and development costs for new residential units, some of which would be offered as affordable housing; and a new homeownership assistance program (PLHA Activity 9) offering 0% deferred loans for down payment and closing cost assistance to households earning up to 150% of area median income.
Sotek said both activities meet PLHA guidelines and align with the city’s housing priorities and housing-element goals. Staff recommended the council conduct a public hearing and adopt Resolution 2026-11 authorizing the amendment and delegating execution authority for the standard agreement and related documents to the city manager or designee.
Council opened the public hearing, received no public speakers on the item, and Council Member Steven Lee moved to adopt the resolution; Council Member Sean Dang seconded. The council adopted Resolution 2026-11 by a 5–0 roll-call vote. The resolution authorizes staff to proceed with the amendment and to execute the standard agreement with HCD to access the funds.
