Fayette County approves expansion rezoning for self-storage near State Route 138 over one commissioner's objection

The Fayette County Board of Commissioners on Feb. 26 approved Petition 1371-25 to rezone 15.733 acres from R-40 (Single-Family Residential) to C-H (Highway Commercial) to allow an extension of a neighboring self-storage facility.
Planning and Zoning Director Debbie Bell told the Board the parcel fronts State Route 138, is adjacent to existing C-H property, and is consistent with the county's Future Land Use Map and Comprehensive Plan. She said staff and the Planning Commission recommended approval.
Dakota Carruthers, the agent for the owner, said the plan would tuck storage buildings behind a 2.285-acre retail frontage along SR 138 and that the applicant agreed to use the existing driveway as required by the Georgia Department of Transportation. Engineer Chris Poholek said sewer is available across the street and that the development team had considered alternative layouts.
"We agreed to the condition to use the existing driveway," Carruthers said.
Commissioner Charles W. Oddo said he was concerned about allowing a more intense commercial use to push deeper into a residential area and said he would prefer a transitional zoning such as O-I. Commissioner Oddo asked whether limiting the expansion's square footage would make the request more acceptable.
Vice Chairman Edward Gibbons moved for approval; Chairman Lee Hearn seconded. The motion passed 4-1, with Oddo voting in opposition.
The rezoning includes the GDOT-recommended condition requiring access via the adjacent property's driveway. No members of the public spoke in favor or opposition at the hearing.
The Board's approval means the owner may proceed with plans for the storage expansion subject to standard permitting and the access condition.
The Board did not set an effective date in the meeting record; follow-up with Planning staff will be required for permit timetables.
