Council reviews draft capital improvement program; schedules follow-up workshop to refine priorities and cash flows

Palos Verdes Estates staff presented a draft FY 26/27'FY 30/31 and 10-year Capital Improvement Program (CIP) on April 14 and the council agreed to schedule a dedicated workshop to refine project priorities, cash-flow needs and potential funding sources.
Public Works Director Oscar said the draft CIP incorporates recent consultant work (Geosyntec, pavement management, sewer master plan, Walker building assessment) and shows a long list of structural and infrastructure needs across streets, stormwater, sewer and facilities. He said pavement preservation alone was estimated at roughly $55 million over a 10-year window and that roughly 60% of proposed projects across the 10-year horizon currently lack identified funding.
Council members and staff discussed key policy choices: which projects to fund in next year's budget; how to phase larger projects; whether to pursue grants or bond financing for major capital items; and the need to set target cash reserves to meet future capital obligations. Staff said some projects (for example certain stormwater compliance items) may require phased implementation and that many projects are eligible for restricted funds or external grants if the grant and project are properly designed.
Public commenter John Williams urged immediate repairs to City Hall and cautioned against deferring structural work for many years. Several council members said project descriptions and cross-references to the underlying studies (eg, Geosyntec, Walker report) should be included in workshop materials so the council and public can see the supporting documentation for cost estimates.
Next steps: staff will prepare a CIP workshop (council members requested a daytime session) and circulate more detailed project sheets and suggested phasing/cash-flow schedules to support budget deliberations.
