Calhoun County reaffirms Summit Pointe as substance-abuse coordinating agency

The Board unanimously reaffirmed Summit Pointe's designation as Calhoun County's substance abuse services coordinating agency and asked the state to approve a transfer effective by Oct. 1, 2007; Summit Pointe will report to the Board every six months on goals and outcomes.
The Calhoun County Board of Commissioners voted unanimously May 3 to reaffirm Summit Pointe as the County's substance abuse services coordinating agency and requested the Michigan Department of Community Health approve an effective transfer date no later than Oct. 1, 2007.
County Administrator/Controller Greg Purcell introduced the matter, saying the transfer first came to the Board's attention in March 2006 and required two resolutions. Summit Pointe C.E.O. Ervin Brinker told commissioners he did not know the exact timeframe but anticipated the transfer would be completed by Oct. 1 if the Board adopted the resolution and staff coordinated with Don Allen at the state health department. "It shall depend upon adoption of the resolution presented and the Commission's contact with Mr. Don Allen, Director of the Michigan Department of Community Health," Brinker said.
Brinker said Summit Pointe would establish goals at the start of the fiscal year and would report to the Board and its two Commission-appointed advisory members every six months on progress. "Summit Pointe and the county shall have to work together for a healthier community, and Summit Pointe is willing and able to be held responsible for administering the substance abuse resources," Brinker said.
The resolution (Res. 61-2007) reaffirms the Board's March 16, 2006 decision and notes that county and Summit Pointe representatives have had formal communications with the Michigan Department of Community Health and the Michigan Office of Drug Control Policy. The Board voted by roll call, 7-0, to adopt the resolution.
The Board also requested an "expeditious approval and effective date of transfer on or before October 1, 2007," and required that Summit Pointe present the first semiannual report to the Board prior to Oct. 1 of each year.
No formal timeline for state action was provided at the meeting. The Board's reaffirmation and Summit Pointe's reporting commitment are the next procedural steps recorded in the meeting minutes.
