Board to consider Coolidge water‑main upgrade; district recommends 8‑inch alternate for future city tie‑in

District operations and its project manager presented the Coolidge water‑main replacement and sinking‑fund recommendation at the April 13 committee‑of‑the‑whole meeting.

Green explained the Coolidge feed is a private line that was identified for replacement. PMR designed two options: a base bid to replace the current feed one‑for‑one and an alternate that upsizes the line and includes valves and a capped tie‑point so the city could connect a public loop in the future.

Brian (PMR) said the alternate adds roughly $25,000–$30,000 to a $240,000 project; the recommended contract amount for the alternate was $255,000 to Angelo Brothers to install an eight‑inch pipe routed under the parking lot. "The recommendation you have here is for $255,000 to recommend the Angelo brothers, to install that alternate, which is an 8 inch pipe routed underneath," he said.

PMR noted a roughly 15% contingency was included (they usually ask for 10%) because the only unknown is the condition of the existing pipe where it meets the building; the maintenance department cautioned the team not to 'latch onto a bad pipe' and staff allowed additional contingency for repairs that may be required inside the building.

Board members said the alternate is forward‑looking and agreed that installing the upsized line now avoids higher costs later if the city seeks to extend its loop. The board directed staff to place the recommended award and related documents on the regular agenda for formal action next week.
