Gordon Bussing said he received a bill for more than $400 after his tenant was hospitalized and that he could not find anyone at City Hall to accept his complaint; another resident, Josh Burkhart, said his invoice was postmarked more than a month after the service date, arriving after the due date and the hearing notice. Several speakers urged clearer notice procedures and easier ways to contest charges.
City Administrator Chad Baugh acknowledged the concerns, said staff will collect evidence and follow up with residents, and encouraged people to submit documentation in person or by email so staff can research and respond. The commission asked staff to return with findings and possible administrative fixes.
