Pottawattamie Board delegates expanded road and contract authorities to County Engineer

The Pottawattamie County Board of Supervisors approved a bundle of resolutions in early January that expand and formalize routine authorities for the County Engineer.
Resolution No. 05-2026 delegates to the County Engineer the authority to temporarily close sections of secondary roads for construction, maintenance or emergency purposes under Iowa Code Section 306.41 and requires signage, barricades and detour planning when appropriate. The Board also passed Resolution No. 07-2026 authorizing the County Engineer and designated Secondary Roads staff to issue special permits for movement of vehicles that exceed statutory size or weight limits under Iowa Code Chapters 321E and 321.
Separately, Resolution No. 06-2026 designates County Engineer Andy Wicks (and assistants as described) to administer and manage Secondary Roads contracts, execute certificates of completion and accept final contracted work on Farm-to-Market, local and federally funded projects for 2026. All resolutions were adopted by roll-call vote as recorded in the minutes.
The actions consolidate contract signing and permitting in the Engineer’s office to streamline project delivery and emergency responses. Board members recorded unanimous or near-unanimous votes as shown in the official minutes.
