Trustees on Oct. 28 approved a resolution in support of Sparrow Property Management LLC's special-use permit application to Will County for a planned solar installation near University Park.
A staff presenter explained the project is tied to a Community Benefits Agreement requiring that adjacent municipalities be listed as aware and in agreement; under the CBA the municipalities are collectively to receive $100,000, which the board may designate for park improvements or other local priorities. A staff member said that Will County requires documentation that all adjacent municipalities were aware of and had considered the project.
After a motion and second, trustees voted to approve the village resolution supporting the special-use permit (Res. 2025-29). Several trustees noted the funds under the CBA are discretionary and could be applied to park amenities.
The staff presenter said the village would work with the developer to finalize local uses for the CBA funds and return any necessary implementation details to the board.
