Council signals support for Park District annexation of city parcels, staff to proceed

City staff described a Park District request to annex two parcels of a four-parcel property the city owns so that the park district boundary coincides with all parcels. City Administrator Dennis Carr said the Park District requested annexation because two of the parcels nearest Kruger Road are already within the city and Park District, and state rules and acreage thresholds limit the Park District’s unilateral ability to annex the remaining parcels.

Staff said the city currently farms the property and pays property taxes; adding the Park District to the tax bill at the current payable rate would increase the city’s 2025 bill by about $680. Carr noted statutory notice requirements: library and fire protection districts must be notified for annexations under state law; park districts are not statutorily required in the same way, so staff will notify other taxing bodies where appropriate going forward.

Councilors debated timing and benefit. Some members said the matter should have been handled when the property was first annexed in 2013; others suggested waiting until goal setting or development triggers, but the consensus at the meeting was to move the matter forward and have staff proceed with the petition and coordination. Alderson McIntyre urged that the historical oversight be fixed; Alderson Martin and others expressed comfort moving forward sooner to avoid losing future opportunities for coordinated development.

No formal vote was recorded; the city administrator said staff would take the next steps consistent with the council’s consensus.
