Parmer County commissioners approve routine minutes, payroll and bills; table postage-meter contract

Commissioner Kirk Frye moved to approve the Dec. 23, 2025 meeting minutes; Commissioner Casey Russell seconded and the motion passed by majority vote. Treasurer Sharon May presented accounts payable lists for late-2025 and early-January 2026 invoices and asked the court to approve payment; Commissioner Kenny White moved to approve the accounts payable and Commissioner Charles Wilkins seconded; the motion carried by majority vote. Commissioner Casey Russell moved to approve the Treasurer's payroll report for Dec. 31, 2025; Commissioner Kirk Frye seconded and that motion also passed by majority vote.
On procurement, Treasurer Sharon May said the county's postage-meter contract with Quadient had expired and that she was negotiating a five-year renewal with annual billing. Judge Isabel "Izzy" Carrasco moved to table the item until the county receives a proposed contract from Quadient; Commissioner Charles Wilkins seconded and the court tabled the item by majority vote.
The court did not provide roll-call tallies beyond noting majority votes for the routine approvals. No further fiscal actions were taken.
