Cobbs said HUD determines allocations by formula and Springfield’s FY26 action plan must be submitted to HUD no later than Aug. 16. He told commissioners the city received its allocation notices April 3 and that tonight’s presentation is a continuation of priorities already set in the consolidated plan: housing stability, neighborhood investment and support for vulnerable residents.
On the question of affordable‑housing funding, Cobbs addressed feedback from the Citizens Government Academy, explaining that a listed 19% figure represents the share of specified HOME funds within the total allocation and that line items reflect combined funding sources.
Separately, the commission reviewed an amendment to an existing American Rescue Plan Act subrecipient agreement with the Clark County Land Reutilization Corporation (land bank). Cobbs said the amendment removes a requirement that buyers use conventional loans and instead allows fixed‑rate, adjustable, FHA or VA financing; it also extends the project completion timeline so the land bank can build eight homes with $1 million of ARPA dollars and use proceeds to complete remaining units.
Commissioners asked for clarification about federal ARPA reporting and the city’s role; staff said the amendment modifies the subrecipient agreement and does not change the federal designation or reporting schedule for ARPA funds. The HUD action plan will return to the commission for final consideration on a second reading on May 4 with a targeted internal submission by June 1.
