Commissioners reached several procedural agreements during the discussion: staff (Manager Mickelson) will circulate a consolidated guest-speaker list with links before the next meeting; presentations should be attached to agendas or otherwise made available in advance "whenever possible," and promotion/outreach outcomes will include conducting surveys and data collection as needed. The commission also agreed that each work-plan goal will be mapped to the relevant element of the City of Encinitas general plan before submission to City Council.
Transportation was identified as a high-priority area for a new ad hoc: commissioners will explore options ranging from volunteer driver programs to microtransit and the feasibility of a program vehicle, noting that the commission's role is to explore and recommend options rather than commit funding. The commission limited ad-hoc membership to three commissioners per ad hoc and staffed the panels on the record.
