Jurupa Valley planning commission approves restaurant with conditions on hours, security and exterior improvements

The Jurupa Valley Planning Commission on Feb. 11 approved a conditional use permit (CUP 24002) and site development permit (SDP 25147) for a proposed restaurant with on-site alcohol sales at 5667 Mission Boulevard, adopting revised conditions the commission read into the record.
Senior Planner Renee Aguilar told the commission the application, MA 24018, requests a restaurant with on-site sale and consumption of beer, wine and distilled spirits and that staff recommends approval, noting the project is categorically exempt from CEQA under section 15301 for existing facilities. "Tonight, I will be presenting MA 24018, a continued public hearing for Titanic Sevichabar, located at 5667 Mission Boulevard," Aguilar said during her presentation of the site plan, elevations and recommended conditions.
The commission’s approval included a set of specific conditions focusing on public-safety staffing, hours of operation and staged timing for exterior work. Under the revised conditions read on the record, hours of operation were limited to 8 a.m. to 12 a.m., and the project must provide one on-site security person from 7 p.m. to 12:30 a.m. on Fridays, Saturdays and the holidays listed in the applicant’s business-plan attachment. When staff read the new security condition into the record, they stated: "The project shall have 1 on-site security personnel from 7PM to 12:30AM on Fridays and Saturdays and 7PM to 12:30AM on holidays listed in condition number 33." The resolution also requires the business to comply with all applicable California Department of Alcoholic Beverage Control rules.
Commissioners and staff discussed how to sequence exterior and engineering obligations so the small business could open while assuring public safety and streetscape improvements. The commission adopted a compromise that leaves most architectural and signage improvements to be completed prior to issuance of the certificate of occupancy but allows new sidewalk, curb and gutter to be finished within 90 days of CUP approval. Staff told commissioners the engineering review for street work can take time and offered to expedite plan checks for the small business.
The applicant’s representative said the interior is largely ready and that opening soon would help the operator generate revenue to complete exterior work. "The inside of the building is ready to do business," the applicant said, and added the owner was willing to install several of the easier window openings and interior security measures to meet the appearance and safety expectations discussed at the hearing.
The commission also required the applicant to submit revised architectural plans for community development review showing the agreed-upon aesthetic changes (arched windows, wainscoting, Spanish-tile accents, cornices) and set a 90-day timeframe for certain window and wainscoting enhancements. The approval additionally prohibits installation of exterior security bars on doors and windows while allowing interior security devices.
Commissioners debated the precise cutoff time for live music. Staff initially noted the existing draft condition would require live music to stop 30 minutes before closing (with the draft showing 10:30 p.m. under the earlier 11 p.m. closing), and commissioners discussed whether to set 10:30 p.m. or 11:00 p.m.; the record reflects that the commission adopted the CUP with the conditions read on the record and asked the business to comply with city noise regulations and ABC requirements.
On a motion to approve the staff recommendation with the revised conditions as provided on the record, the commission voted to adopt Resolution PC-0001 approving CUP 24002 and SDP 25147; the motion carried, recorded as 4–0 in favor. The motion and the approval were entered "as provided on the record," meaning the detailed revisions staff read aloud are attached to the approval.
The commission’s action allows the business to pursue building and occupancy permits while holding the owner to the timeline for sidewalk/curb/gutter and the architectural improvements specified in the conditions. The commission also noted enforcement remedies (code enforcement and potential revocation of the CUP) remain available if required improvements or public-safety conditions are not met.
The meeting concluded with routine commissioner reports, outreach notices about upcoming community meetings and the chair’s adjournment.
