The Natrona County commission moved to add a temporary easement agreement for an East Salt Creek bypass to the consent agenda and approved the consent agenda as amended.
A county staff member described the temporary bypass easement arrangement with Coal Draw Land and Livestock Company, saying the agreement governs use of the temporary access and that a separate construction easement could be required after design work. The staff member said the landowner expressed concern about county use of certain areas and that the agreement is intended to define responsibilities and limit unintended impacts.
"Right now, Worthington can't go on the land till we sign this agreement," a staff member said, explaining the county needs an agreement to allow survey and initial work.
A commissioner moved to add the agreement to the consent agenda. "I'd move to...accept the contract between the Natrona County and Coal Draw Land and Livestock Company," the commissioner said. The motion was seconded and later the board approved the consent agenda as amended.
Later in the meeting, the board voted to go into executive session for contracts, personnel and legal advice. After returning from executive session, the chair reported that action had been taken: the board authorized Ford Wyoming Center to enter negotiations on CNFR contracting and personnel/hiring decisions were made; a public personnel announcement was expected.
The consent agenda — as amended to include the East Salt Creek agreement — passed without recorded opposition.
