Board adopts zoning changes, accepts housing progress report showing modest gains

The Modoc County Board of Supervisors waived the second reading and approved Ordinance No. 236-162, which amends various sections of the county zoning code (Title 18). The motion passed by voice vote.
Staff also presented the Department of Housing and Community Developmentrequired 2025 housing element annual progress report, which documented four dwelling units developed during the reporting year. Housing staff credited a low-density dwelling unit ordinance adopted in 2024 and publicly available preapproved plans for helping to generate modest new construction.
"We've seen an uptick in housing development," said housing staff referenced by the report, noting preapproved plans added roughly 30 units of development capacity where public water feasibility exists. Supervisors praised the preapproved-plan approach and discussed possible future funding to expand plan types.
Both the ordinance adoption and the housing progress report were approved by voice vote with no recorded roll-call.
