Kehle said participants pay toward rent and utilities (up to 30% of income) and that the program has produced outcomes including families transitioning to permanent housing.
The Baxter Homes package is a turnkey modular solution that the county expects to site‑prepare in 2026, take delivery and install the unit by the contractor’s target installation date of July 21, 2026, and make units available to house residents by Sept. 1. The County Administrative Officer explained the contract price reflects prevailing‑wage requirements tied to government funding, which raises labor costs relative to private‑market pricing.
The board voted unanimously to approve both the updated CCAH agreement and the Baxter Homes contract, with Supervisor Poe excused.
Representative quote: "This program serves local residents, prioritizes families and veterans...and demonstrates strong outcomes," HHSA Director Christina Kehle said.
