Planning staff described a proposed dedication of a portion of LLA2024-005 (APN 026-130-002) to the county so the Fort Bidwell-area fire district could obtain insurance for its building, which was found to sit on property not previously owned by the district.
Planning staff explained the dedication is a one-time homestead-style split that creates a small parcel for public use and helps resolve recorded property instruments. The staff report noted the transfer equals about 18,096 square feet (0.415 acres) and that some of the area will become county right-of-way for a roadway—meaning no net loss of assessable land was expected.
Supervisor Roberts recused himself because his family owns the property involved; the board discussed consistency with county code on no-net-loss of assessed value, concluded the acreage was insignificant, and approved acceptance, authorization for the chair to sign, and staff recording of documents.
The board also heard a related public hearing and approved parcel map PM2025-03 for Dennis and Janet Dunley (rezoning the smaller parcel to Agriculture Exclusive and applying a Minimum Lot Overlay), and the board introduced and waived first reading of the associated ordinance with a second reading set for April 28, 2026.
