The Milan City Council on April 7 approved a purchase agreement with RTI for Wilson Park infrastructure upgrades at a price not to exceed $25,000 and cleared a consent agenda of special-event permits and mayoral appointments.
Mayor Ed Kolar called the meeting to order at 7:11 p.m. and the council unanimously approved the agenda and the March 17 regular meeting minutes. The consent agenda included permits and scheduling for the Hot Rod’s Car and Bike Show, the Milan Parklets program for downtown businesses, a Milan Mini Con, a Hungry Howies 30-year celebration and the Milan Farm and Flea Market, plus mayoral appointments to the Senior Services Advisory Committee. The consent agenda passed on a motion by Councilmember Nie, seconded by Councilmember Stafford.
The council approved the purchase agreement with RTI for Wilson Park improvements on a motion by Councilmember Snyder, seconded by Mayor Pro-Tem Kerkes. The city clerk recorded the bills payable and payroll as approximately $392,423.40; staff reported the motion to pay those bills was moved by Councilmember Stafford and seconded by Councilmember Gress, and the council voted to approve payment.
City Administrator Jim Lancaster presented the items and provided the budget workshop materials that the council later discussed in greater depth. Several residents and non-residents addressed the council during two public-comment periods on a range of local matters; Carrie Ritchie, speaking on behalf of the Milan Youth League, announced that the Milan DDA’s 10th annual Wine Walk will be April 25.
Council members delivered routine reports: Clerk Lavonna Wenzel warned about unnecessary voter mailers; Councilmember Stafford reported an Eagle Scouts story-walk project in the parks; Dr. Wayne clarified a comment about a senior-route change and offered condolences to the Tewsley family; Mayor Kolar noted an April 18 Milan Cares cleanup event. The council set its next regular meeting for April 21, 2026 and adjourned at 9:18 p.m.
