The board approved the five‑year loan with a 1% overlaid rate (roll call 5–0).
IT Director Mike Martinez requested a six‑month agreement with TEK Systems for application development and support at $140,400 while recruitment for a vacant lead developer position continues; the board approved that contract (5–0).
Assistant CAO Bouchard recommended moving Stephanie Trujillo from budget manager to finance director. Trujillo spoke briefly of priorities for transparency and modernization. The board approved the appointment and the fiscal impact reading (remainder of fiscal year ~$111,036; annual total ~$258,461) (5–0).
All three items passed by unanimous roll‑call votes. The items are expected to proceed per standard contracting and HR processes.
