City planning staff presented the 2025 Housing Element and General Plan annual progress reports on March 17, reporting permit and program data and asking the council to accept and authorize filing with state departments.
Planning staff said 164 building permits were issued last year with the majority in the above‑moderate category and that 73 accessory dwelling units were permitted — a modest increase over prior years. Staff said five ADUs were deed‑restricted for 20 years to lower‑income households. To categorize non‑deed‑restricted ADUs when income data were not available, staff said they applied ABAG guidance (a 30/30/30/10 split among very low, low, moderate and above‑moderate categories).
Staff also reviewed other housing work: the city purchased the Harvest Middle School campus for potential recreation and housing use, the city entered an exclusive negotiating agreement for the Jefferson & Trower parcel, and staff is underway on a zoning‑ordinance update intended to streamline processes, including changes to ADU permitting for historic homes.
Councilmembers asked clarifying questions about the ADU categorization and streamlining tools; staff explained ordinance changes that eliminated a previously required certificate of appropriateness for certain ADUs, allowing authorization through the building‑permit process. Council moved, seconded and unanimously approved acceptance of the 2025 Housing Element report and later the 2025 General Plan annual progress report, authorizing staff to file both reports with the Department of Housing and Community Development and the Department of Local Government (LCI).
