The Selma City Council voted to award a professional services agreement to Precision Civil Engineering for interim community development director services (Resolution 2026-37R).
City staff said the selection followed an informal RFP with two proposals and that Precision offered the best mix of qualifications and on-site availability. "Staff evaluated those proposals and determined that Precision provided the overall best value based upon qualification, service approach and ability to provide consistent on-site support," the city manager said. Funding for the contract will come from salary savings from the vacant community development director position, with costs split between fiscal years.
Ed Dunkel, the Precision owner, addressed the council and expressed personal ties to the community and a willingness to answer questions. Council discussed task-order flexibility for on-site coverage and how larger projects would be handled; staff said the agreement is task-order based so additional on-site days can be authorized as needed.
The council approved the award by roll call.
Next steps: staff and the firm will finalize a task-order schedule for initial service coverage and report back on project assignments and any budget adjustments.
