City planning staff member Lindsay summarized the commission's 2025 annual report and said the body's recommendation to council on the 2045 TSP was unanimous, 5-0. "The first was a really big one... adoption of the 2045 TSP," Lindsay said, noting the last full update to the plan was in 2014.
The recommendation means the commission has completed its advisory review and forwarded the draft plan to council for final consideration. Staff said the plan update will be implemented on a project-by-project basis as applications arrive and that the commission will continue to review related map and text amendments. No final council action was recorded during the commission meeting.
Commissioners also reviewed other 2025 work items, including recent code amendments intended to improve neighborhood connectivity and site design standards for commercial and mixed-use developments. Staff emphasized the commission's advisory role in both plan-based and quasi-judicial items and said the commission will see additional housing needs and capacity analyses later in the year.
The commission's recommendation will now go to city council for its consideration; staff did not provide a council hearing date during the meeting.
