Summary
Republic Services Central Oregon briefed commissioners on 2025 operating costs and said a 2.9% adjustment remains the proposed rate change, effective July 1; the company will provide the board with the full financial report after the meeting.
Erica Heitzman, general manager for Republic Services Central Oregon, presented a breakdown of the company's 2023 revenue and 2025 operating costs to the Klamath County Board of Commissioners at the April 22 work session and said finance manager Dan Strand would present the 2026 projections.
Heitzman described 2023 revenue cited in the presentation and detailed 2025 cost categories and year-over-year increases, including disposal fees ($232,000), direct labor ($150,000), equipment operating costs ($38,000), truck maintenance ($31,000), insurance ($28,000), depreciation ($43,000) and franchise fees ($40,000). She summarized that franchise income for 2025 was $106,000 and contract margin performance was 13.1%.
A commissioner noted the financial report had not been uploaded to the meeting packet and asked that Republic forward the full statements; Republic agreed to share the report and the price sheets for the board to review. Dan Strand stated the company’s "ask" remains 2.9 percent and that the change would be effective July 1; he outlined that the county would process an amendment and a "blue sheet" to document the adjustment, with a later renewal and hauling contract amendment expected in the fall.
The board signaled general acceptance of the material and asked staff to circulate the documents so county finance can determine the appropriate administrative steps. No formal vote on a rate change occurred at the work session.
