Finance director outlines levy timeline; committee opts for leadership review before finalizing

The committee received an update on the preliminary levy and related schedule on Nov. 17 and agreed to pursue leadership review before final decisions.
Finance Director Connie Hillman told the committee that with the changes listed in the agenda item, an additional $12,000 of revenue would be needed to reach the 8% figure discussed in September. She noted the final levy can be lower but not higher than the preliminary levy and reminded members the budget and final levy must be set by Dec. 31. A public hearing on the levy is scheduled for Monday, Dec. 8 at 6 p.m.
Staff asked whether the council wanted a separate budget workshop or if the committee should receive another update at the Dec. 1 council meeting. Committee members favored addressing the matter on the Dec. 1 meeting and asked staff to provide another update then. Members also agreed to ask council leadership to meet with staff and relevant chairs this week for a detailed review before the committee or full council takes final action.
One councilmember noted that past leadership meetings have sometimes produced a consistent dissenting vote from one council member and suggested leadership meetings could avoid that risk; the committee agreed to bring the leadership meeting request forward.
No final levy decision was made; staff will prepare updated figures and report back at the Dec. 1 meeting and the public hearing set for Dec. 8.
