Brainerd committee ratifies hire, reclassifies staff and renews custodial contract; narrows scope for utilities director input

On contracts, Finance Director Connie Hillman told the committee the city issued an RFP for cleaning services covering city hall, police, fire and public works maintenance and received a single proposal from incumbent North Country Janitorial Services. “The recommended action is to approve the custodial contract services with North Country Janitorial Services for July 2025 through June 2027,” Hillman said. A motion to approve the custodial contract carried by voice vote.
Finally, the committee discussed—but did not take action on—clarifying roles and responsibilities related to hiring a public utilities director. Staff asked council members and the public utilities commission to submit specific comments for the hiring process to the city administrator by June 23; a committee member asked whether comments should be limited to the hiring itself or broader role questions, and staff said the solicitation was intended to be specific to this hiring but that broader concerns could be raised separately.
