Parks staff presented a revised 2026 capital budget to the Brainerd City Personnel & Finance Committee on Nov. 17 and described a proposal to change equipment requests without increasing the total dollar amount.
Staff told the committee the parks capital request, including equipment, routine maintenance and long-term projects, totals $705,386. Because of a policy limiting driving on park turf — which can affect vehicle and equipment needs — staff and the park board proposed substituting a different piece of snow-clearing equipment (a brush attachment for a skid steer) in place of a used lift, wing plow and aerator. Staff said the substitution would not change the total budget request.
Councilmember Kelly Babbitt questioned approving departmental budgets ahead of the upcoming levy discussion and said parks should not assume approval of individual departmental changes. “I struggle with this … I think if, as a city, our budget we can't make our preliminary levy,” Babbitt said, urging that parks’ requests be considered as part of the broader levy conversation.
Chair Dave Johnson and staff agreed to set up a meeting with council leadership, the PNF chair, the city administrator and the finance director to review budget details before the committee takes final action. Staff said if the full council prefers, the item can be tabled until after that leadership meeting, giving the committee more clarity.
No formal motion to approve the parks capital request was made; the committee accepted the park board report and asked staff to return with clarified numbers after leadership discussions.
