Staff reported the project came in under budget at about $44,311. Several allocation options were discussed: city covering 100% of the amount; a 50/50 split; a depth-based split that would allocate more cost to the deeper sanitary sewer; and a two-thirds/one-third split. Commissioners asked technical questions about vertical alignment of water and sanitary sewer lines, excavation and restoration costs, and whether previously paid items (for example, a gate valve) should be credited.
Commissioner Mike moved (and later amended) a motion to adopt the 50/50 split with consideration of BPU's prior contributions (subtracting the dollar amount of items previously paid). The amended motion carried by voice vote. Staff said the city's share would be roughly $26,000 and BPU's about $16,000 after adjusting for prior contributions, with some options placing slightly different splits depending on chosen methodology.
Staff will document the final dollar adjustments and proceed with the council agenda as requested.
