City engineer Jesse Dean said staff had been approached by potential developers seeking capacity information and recommended using SEH under an existing services agreement so the city could expedite the work without issuing an RFP. Dean described a phased approach: prioritize the small 8-inch line that leads to developable areas, then expand to a neighborhood-wide analysis if needed.
Councilman Yeager asked whether the city should tie the study to developer commitment (letter of intent or reimbursement). James Kramvik noted the developer is advancing an Environmental Assessment Worksheet (EAW), a costly step that indicates substantial developer investment. Dean added that while developers often fund capacity studies, staff recommended a broader neighborhood study because the results would inform multiple potential developments.
Council moved and seconded to authorize SEH to proceed with the proposed phase-1 study for $15,710. The chair called the question and the motion carried by voice vote. Staff said it will return with a phase-2 proposal at a future meeting if needed.
