Chesterfield school board approves FY27 operating plan and $117 million FY27 CIP appropriation

The Chesterfield County Public Schools Board approved the district's FY27 operating plan and a FY27 capital appropriation during a special meeting on Feb. 24, 2026.
Bob Meister, a district staff member who presented both plans, said the total CCPS financial plan is "just over 1,100,000,000" with an overall increase of about 4.8 percent and $47.9 million in new spending tied to the FY27 proposal. "The headline number in this year's budget is a 5% compensation adjustment," Meister said, describing the proposal as including a 4% cola for teachers and administrative positions plus a roughly 1% step for staff.
The presentation listed revenue sources and allocations: Meister said about 57.9 percent of the district's revenue would come from the state and roughly 40.5 percent from the county. He told the board the plan is balanced at the proposed figures and remains anchored to the governor's December proposal while noting the General Assembly process could add funding changes.
On capital spending, Meister presented memo 021Dash26, the FY27'31 Capital Improvement Plan totaling about $709 million with roughly $117 million proposed for appropriation in FY27. He said approximately $74 million of the FY27 appropriation is for current construction projects (including remaining work on a high school and the New Dale Elementary project) and about $43 million covers other appropriations such as bus financing, major maintenance and lease payments.
Meister said the CIP assumes a $21 million issuance to support major maintenance and that the plan would provide at least $30 million for major maintenance work in FY27. He also described a plan to shorten the school bus replacement cycle from 29 years to about 15 years using a mix of debt and cash.

What it means: If enacted as presented, the FY27 operating plan would increase compensation across staff categories, expand funding for student supports and transportation, and preserve a plan for about $30 million in major maintenance spending. The CIP appropriation would fund ongoing construction projects, including the New Dale Elementary project and continued bus replacement and Chromebook leases.
Next steps: Meister told the board this package will move to the Board of Supervisors for the county's action and noted that final numbers could shift depending on the General Assembly's budget decisions.
