Marilyn Fisk, chair of the HutchRec board, told the council HutchRec is governed under state law, that its budget and audits are public, and that the commission has not sought a mill levy increase recently. "Today the mill levy stands at the lowest level it has in 32 years," Fisk said, urging the council to preserve the commission’s current structure.
