Council sets public hearing on proposed annexation, staff outlines required steps

Summary
Council adopted a resolution to set a date, time and place for a public hearing on a proposed annexation. Staff explained the petition, interim zoning and rezoning steps that follow an annexation petition under state statute.
The Shenandoah City Council voted on April 22 to adopt a resolution setting a date, time and place for a public hearing on a proposed annexation petition.
Staff told council that the resolution is a procedural requirement under state law: the property owner petitions the city, the city publishes notice and holds a public hearing, and if council approves the petition the property enters the city under an interim zoning designation while the owner works with staff on rezoning for development.
Councilman Bratton moved to adopt the resolution; it was seconded by Councilman Somerville. On a voice vote the mayor called the motion carried. Council did not take final action on annexation at this meeting; the resolution sets the hearing for a future council meeting as required by the statute.
Staff said the public notice and subsequent process will provide residents an opportunity to comment and that staff will return with any additional procedural documents as needed.
