Developer presents draft text amendment to allow excavating business at 11460 Greenfield

Land‑use counsel John Dobasiewicz told the council on Sept. 9 that a text amendment is being proposed to allow an excavating business to operate at the former Fiore Nursery site at 11460 Greenfield Avenue.
Dobasiewicz said the site is about 15 acres and that owner Roscoe Dorsey (Legacy 414 LLC / Dorsey Excavating) envisions a screened, interior storage area for materials such as mulch and topsoil and space for vehicle access. The applicant described a 12‑foot interior concrete‑faced wall (with an external mound reaching 8 feet plus a 4‑foot top extension) to screen stored materials from public view, shadowbox fencing on the north edge, and one driveway access exclusively from Greenfield.
Dobasiewicz said much of the heavy equipment is stored off‑site when not in use and that a future building is identified on the plan but may be several years away. He said staff will present the item at the planning commission public hearing scheduled in the near term and that the council will receive adoption consideration after Plan Commission review.
Council members asked clarifying questions about access and screening; Dobasiewicz confirmed the access would be from Greenfield and said the applicant will submit an updated exhibit and commitments before the Plan Commission hearing. The council did not take a binding vote at this introductory presentation.
