County budget staff explained the carryforwards reflect multiyear projects and timing changes for capital initiatives. The largest items affecting the carryforward package include the county’s solid waste center work, construction on the new campus, the airport modernization project and jail safety improvements. Staff also cited building electrification projects for the health and human services and library buildings, housing renovations for open space properties, and Healthy Rivers and Streams projects such as Whitewater Park streamside improvements.
The board approved second reading and the resolution after staff described an administrative correction that reallocated $210,036 for courthouse chilled and hot water lines repair (an invoice timing correction that changed the year of expense recognition but not project scope).
County staff said the carryforward resolution is administrative in nature but reflects the scale of multi‑year capital initiatives the county is pursuing.
