Summary
The Oak Harbor City Council unanimously adopted Resolution 26-04 on April 21 to ratify Island County's amended countywide planning policies, enabling the county to move forward with its comprehensive plan; planner Rajesh Kakkamak summarized the UGA allocation and annexation direction.
Principal Planner Rajesh Kakkamak briefed the council on proposed amendments to Island County's countywide planning policies (CPPs) and asked the council to ratify the county's changes.
Kakkamak said the CPPs adopted in March 2024 set the Housing for All distribution tool and that the Oak Harbor urban growth area (UGA) was allocated 5,533 units. He explained that the county's land-capacity analysis and subsequent discussions with jurisdictions and the Department of Commerce led to a pathway for adopting amendments now to allow Island County, Langley and Coupeville to proceed with their comprehensive plan updates and to sequence annexation and EIS work.
Kakkamak described the county's intent to fold undeveloped properties into annexation planning and noted that ratification by Oak Harbor is one of the last jurisdictional steps before Island County adopts its comprehensive plan. After discussion, Councilmember Romero moved adoption of Resolution 26-04 to ratify the amended CPPs; the motion was seconded and the council approved the resolution unanimously.
The council record on April 21 shows no public comment on this item at the meeting; Kakkamak and the planning team will proceed with the city's comprehensive-plan update and the environmental review steps referenced in his presentation.
