Pelham City Council approves consent agenda, adopts administrative tax ordinance repeal and OKs budget and fair agreements

Pelham City Council adopted several actions and passed motions unanimously at its March 19 meeting, including consent-agenda items tied to engineering work for a County Road 52 railroad-crossing elimination grant, the formal adoption of ordinance 324-07 (an administrative repeal of a sales and use tax collection procedure), a FY2026 budget amendment to support America250 community events, and an agreement to host a spring fair.
Council President called for and passed a motion to add Resolution 2026031911 to the agenda before voting. The consent agenda — which included approval of the March 19 agenda, March 5 meeting minutes and a set of resolutions labeled 2026031901 through 2026031907 — was presented and approved. City staff said the two consent resolutions related to the County Road 52 project authorize the city and its partners to begin design and surveying work now that grant funds have been released. “The money was released,” staff said, and the resolutions allow engineers and surveyors to begin planning and design work.
On old business the council voted to adopt ordinance 324-07 to repeal section 5-34.4 of the City of Pelham code of ordinances, a change officials described as administrative rather than a change to tax rates or collections. The council then considered Resolution 2026031908, a FY2026 budget amendment to set aside funds for six to eight America250 events planned by the city. Mayor Rick Walsh said the amendment simply reserves a small amount so staff can support planned community events for the 250th anniversary celebrations.
Later the council considered Resolution 2026031911, authorizing an agreement with Kissel Entertainment LLC to use city-owned property for a spring fair pending final approval. The city clerk described a request-for-proposal process that produced two offers, one of which was withdrawn, and said Kissel Entertainment has held fairs locally before. The proposed fair dates are April 9–19.
Every motion and resolution presented in this session passed by unanimous voice or roll-call vote. The roll call recorded council members Olivert, Power, Towns, Snowden and Harris voting in favor of the recorded measures.
