Staff also said a wetlands delineation has been accepted by the U.S. Army Corps of Engineers and that the wetlands to be filled total about 0.06 acres combined.
The applicant offered community benefits that include a $7,500 per‑dwelling park donation, an east–west and north–south trail corridor, widened drainage easements to accommodate trail alignment and street‑tree planting along new rights‑of‑way. Staff said the development average density is roughly 2.9 units per acre and that unit types are planned as patio homes.
Commissioners questioned traffic and emergency‑access details, storm‑water detention placement, whether the 20‑foot emergency access would allow fire‑engine turning and whether the easement will be recorded as a formal access agreement. County engineering and fire staff asked for wheel‑tracking and turning analyses; planning staff said they will meet with firefighters and property owners and return with clarified access agreements and mitigation plans before placing the rezoning on a commission agenda.
No vote was taken; staff said they will prepare responses on mitigation, easement recording and emergency‑vehicle access and schedule the item for a future county commission meeting if concerns are addressed.
The developer and planning staff indicated willingness to accept partial conditions if the commission offers phased approval, and planning staff said they will supply the connectivity plan, final phasing details and legal easement language for future review.
