Board approves FY2009 corrections grants and cognitive education program funding
Summary
Calhoun County approved the FY2009 Comprehensive Corrections Plans Grant Agreement with the state and a $35,500 contract for cognitive education programs to support recidivism reduction and tether program operations.
The Calhoun County Board of Commissioners on Nov. 6 approved the FY2009 Comprehensive Corrections Plans Grant Agreement between the Michigan Department of Corrections and Calhoun County (Res.173-2008) and approved a separate $35,500 contract for cognitive education programming (Res.174-2008).
Interim County Administrator Don Gilmer described the corrections agreement as the county’s annual contract with the state important to the electronic tether program. Community Corrections Manager Roselynn Goff said the grant had been reviewed and approved by the Community Corrections Advisory Board and noted that the county jail population that day was 283 inmates. Goff said overall grant funding was flat, drunk driver reduction funds decreased, and beginning in FY2008 the State assumed administration of some residential services previously managed by counties.
Commissioners then approved the Cognitive Education Programs Agreement with Cognitive Interventions for $35,500 for Oct.1,2008–Sept.30,2009. Ms. Goff and Sheriff Allen Byam said the Agreement had advisory-board approval. Comr. Bolger asked whether local recidivism would differ without the programs; Goff cited a local recidivism rate of 21% versus a national rate of 26%.
Both motions passed by roll call votes.
