Administration recommended allocations totaling $2,649,726. The main appropriation (Res.176-2008) authorizes up to $1,492,500 for a set of providers including Region 3-B Area Agency on Aging, Family Health Center dental services, Guardian Finance & Advocacy and others. Specific line items include $625,000 for care management, $130,000 for Family Health Center dental services and $430,000 for congregate/home-delivered meals through Community Action, among other program budgets.
The Board approved a separate motion (Res.176-A-2008) allocating $103,365 to the Calhoun Health Plan for health assistance, prescription drug access and basic uninsured coverage. Chairwoman Segal abstained from that vote because she serves as president of the Calhoun Health Plan.
A third motion (Res.176-B-2008) approved $1,053,861 for Community Action, including $355,861 for transportation and $150,000 for home heating assistance. Comr. Arnquist abstained on the Community Action vote because she is a member of that organization’s governing board.
Senior Services Manager Carl Gibson told commissioners that the recommended appropriations are essentially a continuation budget with no additional funds for 2009, and that he would contact Pearl Gray-McWhorter about available services. Commissioners discussed coordination with the Battle Creek Community Foundation on dental services, and Chairwoman Segal asked whether funds could be used for dentures; Gibson said the Fountain Clinic appropriation may be used for dentures as well as restorations and maintenance when dentures are not required.
All three senior millage motions passed after recorded roll call votes; the Calhoun Health Plan motion passed 6–0 with one abstention, and the Community Action appropriation passed 6–0 with one abstention.
