DDA approves acknowledging unsolicited easement donation for Hickory Springs Parkway project

The Downtown Development Authority approved a letter acknowledging an unsolicited donation of easement interests related to the Hickory Springs Parkway project and authorized easement handling as shown on a map in the meeting packet. Staff explained the map’s color coding: green indicates a temporary construction easement, orange marks a permanent slope easement and yellow shows right-of-way for a turn lane and new intersection with Hickory Springs Industrial Drive.
Staff said the temporary construction easement will expire at substantial completion of the project. Construction is anticipated to start this fall and will include replacing a corrugated metal pipe in a wetland area with a bridge; members discussed detour options and the timing of closures during construction.
A board member asked what triggers the end of a temporary easement; staff responded that substantial completion of construction ends the temporary right. The board moved and approved the item by voice vote.
Staff added that right-of-way acquisitions for nearby Cedar Valley and Hickory property owners are underway, with appraisals and moving-cost estimates in process, and said final road alignment and turn-lane work will be part of the closing design. The board asked staff to include a more detailed timeline and closure/detour plan in a future packet.
