Holly Springs council approves promotions, bond releases and routine contracts; amends agenda to renew consultant agreement

The Holly Springs City Council used its April 6 meeting to recognize staff promotions and to approve a package of routine development and procurement items.
Chief Healy recognized three promotions in the police department, naming James Linehan (promoted to sergeant), Corporal James Hood, and Michael Stearns. The council also recognized Donna Sanders for receiving a certificate in court administration and invited attendees for a photograph.
On consent and new business, the council approved the minutes of the March 19 meeting and carried several motions by unanimous voice vote. Nancy Boone presented bond-release requests for the Courtyards at Holly Springs (performance bond PB00155801890) and for Haveloft master infrastructure (GSA2401223); both releases were approved 3-0. During discussion of facilities work, Tyler Gregg presented proposals for access-control hardware for the Kenneth N. Ball Public Safety Building and City Hall; the lowest proposal was from Stealth Video and the council approved purchase of the system in an amount not to exceed $27,029.81.
The council also amended the agenda to add Item G and approved a motion to renew the Jan. 25, 2026 agreement with Scott Turner on a month-to-month basis, recorded as not to exceed $5,000 per month; staff noted they would meet with Mr. Turner to discuss remaining work and the amount.
There were no public comments and no reports at the meeting. A motion to adjourn carried 3-0.
