Florence council selects CDBG consultant, approves grants application and routine purchases; executive session yields no action

The Florence City Council approved a package of routine motions and a consultant selection at its Dec. 2 meeting, while a closed-session personnel discussion ended with no formal action.
Council unanimously approved RESOLUTION 2025-25 to select Langford Community Management Services to facilitate the city’s application to the General Land Office’s Community Development Block Grant (CDBG) Mitigation—Resilient Communities program. The motion was made by Mayor Pro Tem Mary Condon and seconded by Council Member Mary Jane Swope.
Council also voted to apply for the J. Frank Dobie Library grant (motion by Mary Jane Swope, seconded by Mike Harrell) and approved paying an invoice of $2,959.61 to Brightspeed. The council authorized the purchase of a skid steer for no more than $22,000 and granted a request from Casey Schreiber to be paid out 120 hours of accrued paid time off. Several items were tabled for more information: approval of a bid for window lettering, removal of the garbage fee for Masonic Lodge #338 (Mayor Daniel to collect more information), and use of court technology funds to assist with INCODE software.
Council approved updated financial policies and procedures and adopted a Federal Grant Procurement Policy and Procedures. Members also voted to change future January council meetings to the second Tuesday of the month, setting the next regular meeting for Jan. 13, 2026, at 6:00 p.m.
The council closed its regular session and convened an executive session at 7:33 p.m. under Texas Government Code Sec. 551.074 to discuss personnel matters involving City Administrator Tamela Louvier. The executive session ended at 9:22 p.m., and the council returned to open session without making any motions on that item.
All motions recorded in the minutes carried with no recorded opposition.
