Parks board hears master‑plan update; TWDB grants cannot be used for land acquisition, staff says

WIMBERLEY, Texas — The Parks and Recreation Advisory Board received an update on the parks and recreation comprehensive master plan on April 8 and heard staff say that Texas Water Development Board grant funds staff had hoped might be available for land acquisition are no longer eligible for that use.
“Those [TWDB] grants...they have now decided that those cannot be used for land acquisition,” the Parks Director told the board during the master plan discussion, advising members that land‑acquisition strategies will need alternative funding or partnerships.
Staff also reviewed the aquatics feasibility study status and noted stakeholder meetings planned for April 15 to discuss access, partnerships and next steps. Board members urged the feasibility team to clarify how different access models (pool acquisition, partnerships with existing pools, or river‑access options) would be evaluated within the study.
The director described recent maintenance work at Old Baldy: several steps were rebuilt and staff added parking delineation and trimming to improve safety and flow after heavy visitation; Old Baldy drew large social‑media attention earlier in the season, which contributed to parking pressure.
Carl Flockey is scheduled to attend next month’s meeting to discuss county coordination and larger regional strategies. No formal policy decisions were taken; staff will continue work on master plan items and return with more details and potential funding pathways.
