WSSC seeks council input on amended procurement bill to expand local vendor access

Representatives from WSSC Water briefed the council on major amendments to PGMC 100 & 226, a procurement-focused bill the utility requested. Monica Martina, WSSC's Director of Government Affairs, said the amendments aim to streamline contracting by updating office names, recognizing vendor certifications from Prince George's and Montgomery Counties and other public agencies, and removing duplicative administrative steps.
Kean Harley, WSSC's director of supplier diversity and inclusion, said the bill does not change the MBE program but adds a clearer local small-vendor category and includes workforce provisions intended to ensure contractors make good-faith efforts to hire locally when contracts generate net new jobs. WSSC asked the council for a letter of support but provided the packet of substantial amendments for the council to review before taking action.
Council members expressed appreciation and said they would review the amendments before deciding on a letter; staff confirmed the package and asked to return with any recommended edits or a draft letter after members have had time to review.
