Ryan Jones, planning staff, told the council the first measure (Ordinance 14‑67) would “add a fourth zone to that list” of districts permitting car rental and let Enterprise‑style operations continue at a relocated Courtesy Ford site without a separate rezoning. Jones said staff and the planning commission recommended approval.
