Residents urge council to resist more commercial rezoning; city proclaims Keep Katy Beautiful day

Several residents used the public‑comment period at the March 23 City of Katy council meeting to press the council on zoning and neighborhood quality of life. Linda Urban, a Heritage Park West resident and former HOA board member, said recent rezoning requests and nearby commercial projects have worsened traffic, noise, light and dust for her neighborhood and asked the council to "please consider not rezoning" residential parcels adjacent to their subdivision.

Urban recounted problems including construction dust settling on patios and increased light from nearby businesses and said residents do not want additional strip centers or fast‑food restaurants in their backyards. The council did not respond to public comment during the meeting; the mayor had announced at the outset that council would not answer questions during public comment.

Other commenters included Phil Mulisbury, who thanked the council for a first‑responder dinner and spoke briefly on community involvement, and J R Ripson, who asked whether the city plans to deploy the brown decorative street signs used near Katy Mills; staff said the city is not converting all street signs and offered to provide more information upon request.

Separately the mayor read a proclamation supporting Keep Katy Beautiful and urging residents to participate in the city's April 11 "Don't Mess with Texas Trash‑Off" event, which staff said will include collection of electronics, metal, shredding and donation of eyeglasses.

The meeting proceeded to regular business after public comment.
