- Transit planning: RS&H of Savannah was recommended for comprehensive transit planning at $111,314; staff said the firm had previously supported the city's NTD work.
- Airport roof: Staff recommended T&D Mechanical for a TPO roof replacement at the airport fire station ($44,760), funded by airport customer facility charge revenue.
Commissioners asked about selection processes, local preference application for professional services, cost alternatives and funding sources; staff agreed to provide additional cost breakdowns and executive summaries where requested.
