Council introduces updated building-code ordinance and a dog-control ordinance; two older ordinances slated for repeal

Mayor Gail Bailey presided as the Town of Highland Lake council on March 3 introduced two new ordinances and two repeal measures that will return for formal votes at a subsequent meeting.
Council Member Anne Rilling, chair of the Ordinance Committee, said the committee met Feb. 9 and prepared several updates to town law. She introduced Ordinance HL-2026-O-04, which updates most references to the 2021 International Codes while keeping the town's reference to the 2015 Alabama Energy Code unchanged. The council introduced the ordinance for consideration; no final vote was taken at the meeting.
Rilling also introduced Ordinance HL-2026-O-05 on dog control. The draft ordinance responds to community concerns and explicitly states that the town may not prohibit specific dog breeds; it also requires that complaints be submitted in writing to the town office. The ordinance was introduced and will be scheduled for a future vote.
The council additionally introduced two repeal measures. Ordinance HL-96-02 (Road Use), in the draft repeal, would remove prior load limits; Ordinance HL-05-04 (Regulate Use of Town Property) was also introduced for repeal. Both repeals were placed on the calendar to be voted on at the next meeting.
The Ordinance Committee plans further review of the Anchor/Gazebo rental rules and will meet next on April 13. No public hearing dates or effective dates for the introduced ordinances were announced at the March 3 meeting.
